Repeals the Department of Public Safety's authority to establish rates, fares, and charges for motor carriers transporting household goods, while retaining rate-setting authority for passenger carriers

Commercial driver's licenses issued to noncitizens will be automatically revoked upon visa expiration or after five years, whichever comes first, with exceptions for lawful permanent residents and H-2A, H-2B, or E-2 visa holders

Noncitizens transferring a commercial driver's license from another state or foreign jurisdiction to Georgia must take and pass both the knowledge and skills tests for commercial vehicles

Temporary licenses, permits, and identification cards for noncitizens remain valid only during the period of authorized stay in the United States or five years, whichever is shorter
