Authorizes temporary door locking devices in public buildings during emergency active threat situations, lockdowns, or drills, with requirements that devices be installed no higher than 48 inches, removable without a key from inside, and integrated into safety plans and staff training

Devices used to secure fire exits, hallways, or corridors must be pre-approved by the local fire department, law enforcement, state fire marshal, or local fire marshal

Requires all public and private elementary and secondary schools in Georgia to install at least one exterior key box meeting Underwriters Laboratories Standard 1037, containing keys for emergency law enforcement access to all buildings and rooms

Schools with an existing documented rapid access program for first responders are exempt from the key box installation requirement

Grants civil liability immunity to school boards, schools, local governments, and their employees for damages arising from key box installation and use, unless an employee acted with gross negligence or bad faith
