Defines "small brewer" as a brewer or brewpub whose sales to their wholesaler do not exceed 15% of that wholesaler's total sales in the prior calendar year

Removes the 288-ounce daily maximum limit on malt beverage sales per individual for off-premises consumption at breweries

Authorizes small brewers to sell up to 1,000 barrels of malt beverages per year at wholesale directly to licensed retailers located within the same county as the brewery

Permits brewers and brewpubs to sell, deliver, ship, and receive malt beverages to and from other licensed brewers and brewpubs

Takes effect July 1, 2026 for all provisions except rule-making authority, which becomes effective upon Governor's approval
