Amends the City of Mulberry charter (originally incorporated February 13, 2024) to clarify that the city has full municipal powers except the ability to levy ad valorem taxes on real or personal property

Establishes a city manager position appointed by the mayor with city council confirmation, serving as chief administrative officer with authority to hire/fire employees, prepare budgets, execute contracts, and oversee city departments

City manager removal requires a majority vote for preliminary resolution, with up to 45-day suspension, followed by final removal requiring four councilmember votes; removed managers receive at least 60 days' severance pay unless convicted of a felony

Implements staggered four-year terms for city council beginning with the November 2027 election: Districts 1, 3, and 5 serve full four-year terms through December 31, 2031, while Districts 2 and 4 serve initial two-year terms through December 31, 2029

Limits city services to planning and zoning, community development, economic development, code enforcement, solid waste collection/disposal, and storm-water management, which may be provided through intergovernmental agreements or private contracts
