Creates a State of Georgia Government Service Delivery Lead position within the Georgia Technology Authority, to be appointed within 180 days of the Act's effective date, responsible for coordinating government-wide efforts to improve how agencies deliver services to residents, businesses, and organizations

Requires the head of each state agency to appoint a lead agency service delivery official within 180 days, who must submit 12-month improvement plans and report directly to agency leadership

Establishes standards for evaluating government service delivery based on ease, efficiency, transparency, accessibility, fairness, burden, and wait/processing times across all channels including in-person, mail, digital, telephone, and website interactions

Excludes the Board of Regents and University System of Georgia institutions from the definition of covered agencies

Mandates annual reporting to the Governor, Lieutenant Governor, and Speaker of the House beginning in 2026, due at least 90 days before each legislative session
