All public and private elementary and secondary schools in Georgia must install at least one exterior key box at each school building, contingent upon General Assembly appropriations

Key boxes must meet or exceed Underwriters Laboratories Standard 1037 and contain keys and access control devices for every building and room on school grounds

Key box locations must be determined collaboratively between school governing bodies, local law enforcement agencies, and local emergency management agencies

Local boards of education and school governing bodies must adopt policies and procedures to implement the key box requirements

Schools, school systems, local governments, and their employees are granted immunity from civil liability for damages arising from key box installation and use, unless an employee acted with gross negligence or bad faith
