Local school board members may be suspended with pay by the Governor following State Board of Education hearings when the state auditor designates a school system as requiring the highest level of monitoring/intervention or finds financial mismanagement or misconduct

Local school superintendent contracts entered into or renewed after July 1, 2026 must include provisions making state auditor findings of financial mismanagement or failure to comply with intervention plans an act of default allowing termination for cause

Advance distributions of state funds to local school systems are capped at 50% of the prior year's allotment, with exceptions requiring state auditor approval and implementation of a monitoring/intervention plan

Department of Audits and Accounts must develop by July 1, 2026 a progressive monitoring program for local school systems and state charter schools, including technical assistance through significant interventions with strict compliance requirements

State auditor gains authority to investigate local school systems for mismanagement or misconduct, and high-risk school systems are limited to superintendent contract extensions of no more than 12 months
