Creates the offense of "making a firearm accessible to a child" when a person with criminal negligence fails to secure a loaded firearm or leaves it where a child (under 17) could access it

Defines "secure" as placing a firearm in a locked container or using a trigger lock to prevent child access

Standard violation is a misdemeanor; elevated to high and aggravated misdemeanor if the child discharges the firearm and causes death or serious bodily injury

Provides affirmative defenses including supervised use for hunting/sporting purposes, lawful self-defense by the child, or if the child gained access through illegal entry

Requires firearm dealers to post a warning sign (minimum 1-inch block letters) about unlawful storage of unsecured firearms where children can access them; failure to post carries a fine up to $500
