Defines "chronically unexcused student" as a student with more than 5 unexcused absences in the first 50 school days, or 10% or more unexcused absences after day 50

Requires local school systems to implement a three-tier support framework: Tier 1 for school-wide attendance promotion, Tier 2 for targeted support for at-risk students, and Tier 3 for individualized attendance intervention plans

Mandates all local school systems establish attendance review teams that meet monthly, with additional school-level teams required at schools with 15% or higher chronic absenteeism rates

Chronically unexcused students become ineligible for extracurricular and interscholastic activities until they meet with an attendance review team and enter into an attendance intervention plan

Students ages 15-17 who fail to comply with attendance intervention plans may be denied instruction permits or driver's licenses by the Department of Driver Services; effective January 1, 2027
