Establishes a three-tier intervention framework for student attendance: Tier 1 provides school-wide supports for all students, Tier 2 provides targeted supports for at-risk students, and Tier 3 provides individualized attendance intervention plans for chronically unexcused students

Defines "chronically unexcused student" as a student with more than 5 unexcused absences in the first 50 school days, or 10% or more unexcused absences after the 50th day

Requires all local school systems to establish attendance review teams that meet monthly, and mandates school-level teams for any school with a chronic absenteeism rate of 15% or higher

Makes chronically unexcused students ineligible for extracurricular and interscholastic activities until they meet with an attendance review team and enter into an intervention plan

Authorizes the Department of Driver Services to deny instruction permits or driver's licenses to minors ages 15-17 who are not compliant with an attendance intervention plan, effective July 1, 2027
