Eliminates authorization for the use of ballot drop boxes by repealing subsection (c) of Code Section 21-2-382, which governed drop boxes for receiving absentee ballots and advance voting

Restricts special elections on sales and use tax questions (authorized by Articles 2, 2A, 3, 4, 5, 5A, and 5B of Chapter 8 of Title 48) to only the Tuesday after the first Monday in November in even-numbered years

Removes a prior provision that allowed sales and use tax elections to be held on the third Tuesday in March before July 1, 2024

Maintains existing scheduling requirements for special elections to fill county or municipal vacancies, with specified dates in odd-numbered years (third Tuesday of March, June, September, or November) and even-numbered years (third Tuesday in March, general primary date, or November)
