Prohibits the operation or use of immigration detention centers in Georgia for a two-year period from July 1, 2026, to July 1, 2028

Defines immigration detention centers as any facility in Georgia that holds detainees, including private facilities contracted by the federal government

Defines detainees as noncitizens held pending immigration proceedings or removal under the authority of the Department of Homeland Security or ICE

States the moratorium's purpose is to allow the state time to develop a comprehensive, long-term plan promoting dignity and justice in immigration detention center operations
