Prohibits discrimination based on race, ethnicity, national origin, or religion in all Georgia public schools and postsecondary institutions receiving federal or state financial assistance, covering educational programs, activities, and employment practices.

Requires the Department of Education to designate a state-wide K-12 Title VI Coordinator by September 29, 2026, responsible for establishing a uniform complaint process, investigating discrimination complaints, and issuing noncompliance notices requiring corrective action within 30 days.

Mandates the Board of Regents (University System of Georgia) and State Board of the Technical College System to establish discrimination complaint policies and procedures by December 31, 2026.

Authorizes withholding of state funding from schools or institutions that fail to comply with nondiscrimination requirements or fail to correct identified violations; schools may appeal funding withholding decisions in superior court.

Requires annual reporting to the Governor, Lieutenant Governor, legislative leaders, and education committee chairs on the number of complaints, investigations, and enforcement actions taken.
