Expands the definition of "health benefit policy" starting January 1, 2027 to include state-executed health plans covering state employees, public school teachers and employees, Board of Regents members and employees, and their retirees and dependents

Requires these state health plans to cover medically necessary orthotic devices, prosthetic devices, and their materials and components under existing Code Section 33-24-59.35

Removes the previous exemption that excluded state employee health plans from orthotic and prosthetic device coverage requirements

Self-funded employer-sponsored health plans subject to federal ERISA remain exempt from these coverage requirements

Takes effect upon approval by the Governor or upon becoming law without such approval
