Amends Georgia Code Section 21-2-216 to exclude certain drug offenses from the definition of "felony involving moral turpitude" for voter eligibility purposes

Specifically exempts convictions under Code Section 16-13-30 for purchase, possession, manufacture, distribution, or sale of controlled substances or marijuana

Allows individuals with these drug-related felony convictions to register to vote, remain registered, and vote without completing their sentence first

Maintains existing voting restrictions for other felonies involving moral turpitude (voting rights restored only upon sentence completion) and for persons judicially determined mentally incompetent

Effective date: January 1, 2027
