Operators of conversational AI services must disclose to minor account holders that they are interacting with AI, either through a constantly visible disclaimer or at the start of each session and every three hours during continuous use

Conversational AI services must implement reasonable measures to prevent minors from receiving sexually explicit content, sexual suggestions, statements simulating emotional dependence or romantic relationships, or claims that the AI is sentient or human

Age verification is required before allowing access to AI services that could generate sexually explicit content, using methods such as digitized ID, government-issued identification, or NIST Identity Assurance Level 2 standards

Operators must adopt protocols for responding to user prompts about suicidal ideation or self-harm by referring users to crisis services, and cannot represent the AI as providing professional mental or behavioral health care

The Attorney General may enforce violations through civil actions seeking injunctive relief or penalties up to $10,000 per violation
