Violations of Code Section 16-6-12 (pandering) become felonies punishable by 1-10 years imprisonment, eliminating the previous first-offense misdemeanor classification

Removes judicial discretion to suspend, stay, or probate all but 72 hours of imprisonment for first-time pimping and pandering offenses

Effective date of July 1, 2026, applying only to offenses committed on or after that date
