Repeals and replaces Georgia's Chapter 14 to restructure the State Construction Industry Licensing Board with 27 members across five divisions: Electrical Contractors, Master Plumbers, Conditioned Air Contractors, Low Voltage Contractors, and Utility Contractors

Establishes tiered licensing classifications including Electrical Contractor Class I and II, Master Plumber Class I and II, Conditioned Air Contractor Class I and II, and four Low Voltage Contractor classes (LV-A, LV-T, LV-G, LV-U) with specific scope limitations for each tier

Sets detailed experience requirements for licensure ranging from 1-5 years of full-time experience depending on license type, requires board-approved examinations with minimum 70% passing scores, and mandates continuing education for biennial license renewals

Authorizes civil penalties up to $10,000 per violation, misdemeanor charges with fines up to $1,000 and/or six months imprisonment, and allows municipal/county inspection authorities to suspend licenses within their jurisdictions

Creates expedited licensing pathway for military veterans with qualifying specialties who apply within two years of discharge and provides reciprocity provisions for applicants licensed in states with substantially similar requirements
