Authorizes Georgia War Veterans' Homes to admit eligible nonveteran residents, defined as spouses of veterans or parents whose children died while serving in the armed forces

Veterans retain first priority for admission, waitlisting, and bed assignment; nonveteran admission cannot displace or delay an otherwise admissible veteran

Caps nonveteran residents at 25% of total operational beds or any lower percentage required to maintain VA certification or per diem payments

Spouses may be admitted for co-residency with their veteran spouse if admitted simultaneously and co-residency does not reduce veteran bed availability below occupancy targets

Eligible nonveteran residents must be private-pay at rates no less than the full cost of care, as determined annually by the Department of Veterans Service
