Amends the law governing DeKalb County Board of Education to require that contracts with third-party search firms for superintendent candidates include mandatory employment and personal background checks and risk assessments

Background checks must be performed on any finalist determined to be among the "best qualified" within 14 calendar days prior to the board's final vote on the superintendent position

All finalist candidates must undergo background checks regardless of whether they were identified by the third-party search firm or came from other sources

Prohibits the board from appointing any superintendent candidate who has not cooperated with and completed the required background checks and risk assessment

Prohibits the board from terminating search firm contracts to circumvent these requirements; any contract termination must occur through a public vote with the item specifically listed on the meeting agenda
