Requires all on-site inn employees and short-term rental property operators to complete annual human trafficking awareness training within 60 days of employment, with ongoing annual training completed by December 31 each year.

Criminal Justice Coordinating Council must develop or approve training curriculum covering trafficking definitions, identification of at-risk individuals, signs of trafficking, differences between labor and sex trafficking, and reporting hotline information.

Inn and short-term rental owners must implement reporting procedures for suspected trafficking and maintain employee training records during employment and for three years after employment ends.

Administrative penalties for willful violations: $500 for first offense, $1,000 for second, and $2,000 for third or subsequent violations, with proceeds going to the state general fund.

Effective July 1, 2026, with an exemption for employees who completed qualifying training within 12 months prior to that date.
