Restructures the DeKalb County Board of Education to consist of seven members: six elected from individual districts and one chairperson elected at-large by all voters in the school district

Redraws the boundaries of the six education districts based on 2020 U.S. Census data, with detailed VTD (Voting Tabulation District) and block-level descriptions for each district

Requires a referendum on the Tuesday following the first Monday in November 2026 for DeKalb County School District voters to approve or reject the changes

If approved by majority vote, the new district boundaries take effect January 1, 2028 for the 2028 election, with full implementation on January 1, 2029

Current board members continue serving until their terms expire and successors are elected; the Act automatically repeals if the referendum fails or is not conducted
