Creates a State of Georgia Government Service Delivery Lead position within the Georgia Technology Authority, to be appointed within 180 days of the Act's effective date, responsible for coordinating government-wide efforts to improve how agencies deliver services to residents, businesses, and organizations.

Requires each state agency head to be responsible for their agency's service delivery and to appoint a lead agency service delivery official within 180 days to implement improvements, with authority to submit 12-month improvement plans.

Establishes standards for evaluating service delivery based on ease, efficiency, transparency, accessibility, fairness, burden, and wait/processing times across all channels including in-person, digital, telephone, and mail.

Mandates annual reporting beginning in 2027, with the Georgia Technology Authority director submitting reports to the Governor, Senate President, and House Speaker at least 90 days before each legislative session.

Excludes the Board of Regents and University System of Georgia institutions from the definition of covered agencies.
