State Board of Education authorized to establish a student personal development and career readiness program for public elementary and secondary schools, focusing on academic growth, career preparedness, and personal development

Third-party providers must apply annually by August 15 to administer the program, with State Board approval by September 15; approved providers must maintain at least 50% academic improvement rate and average cost per student of no more than $1,500

Approved providers must offer free on-site mental health support, soft skills instruction (self-awareness, communication, conflict resolution), life skills and academic support, case management connecting families to community resources, and training for participating schools

State Board authorized to establish a grant program, subject to General Assembly appropriations, to fund curricula materials, staffing, training, evaluation, and administrative expenses for participating schools

Beginning in 2027, approved providers must report annually by August 15 on participating schools, academic improvement rates, and costs; State Board must report to the Governor and legislative leadership by December 1 each year
