Creates a new "State Grand Jury of Georgia" with statewide jurisdiction specifically to investigate crimes involving voting, elections, and violations of election laws, along with all related offenses

Attorney General may petition the Georgia Supreme Court to impanel a state grand jury; a majority of justices must approve, and the Chief Justice appoints a superior court judge to preside

State grand jury consists of 13-23 members drawn from the statewide master jury list, with terms not exceeding 12 months; requires 12 or more jurors to return an indictment

Indictments are transferred to the appropriate county for prosecution by the Attorney General or designee; proceedings are secret with misdemeanor penalties for disclosure violations

Effective January 1, 2027, contingent on passage of a constitutional amendment by the General Assembly and ratification by voters in the November 2026 general election
