Requires at least 45 days public notice before adopting any moratorium, including stated reasons and supporting data/analysis, published in the county legal organ and government website

Waives sovereign immunity for local governments when moratoria exceed 90 days, allowing property owners to sue in superior court for damages

Recoverable damages include loss in development value, carrying costs (financing, interest, maintenance), and elevated ad valorem taxes paid during the moratorium period, plus attorney's fees for prevailing plaintiffs

Exempts moratoria adopted in response to declared emergencies, natural disasters, or imminent public health/safety threats from the 90-day limitation
