Amends the 1987 Act governing community improvement districts (CIDs) in unincorporated Fulton County to require written consent from a majority of property owners AND owners holding at least 75% of property value for district creation

Requires the Fulton County Tax Commissioner to certify within 60 days whether consent requirements have been met for proposed districts, with copies filed with the Secretary of State and Department of Community Affairs

Establishes special election procedures for CID board vacancies in districts with companion districts in adjacent counties, limiting board-appointed members to no more than two at any time and requiring special elections when that threshold is reached

Clarifies annexation procedures, allowing property to be added to a district without additional boundary designations from Fulton County or municipalities if the annexed area does not include their territory

Requires written consent from two-thirds of property owners AND owners holding at least 75% of property value for dissolution of a CID, with certification by the Fulton County Tax Commissioner
