GA SB621

Creates the Barrow County Public Facilities Authority as a public body corporate with perpetual existence, governed by five members including the Board of Commissioners chairperson, two commissioners, and two county residents appointed to four-year terms

Authorizes the Authority to issue revenue bonds under Georgia's Revenue Bond Law to finance public facilities, equipment, and services for Barrow County operations, excluding projects for the Barrow County School District or other local political subdivisions

Grants powers to acquire property through purchase, lease, gift, or condemnation; execute contracts and agreements; employ staff; accept federal and state grants; and set rates and charges for services

Revenue bonds do not constitute debt of Barrow County or the State of Georgia and are payable solely from project revenues, with no obligation on the state or county to levy taxes for repayment

Provides the Authority with tax exemption on income, properties, and bonds, as well as tort immunity equivalent to that of Barrow County; all assets revert to the county upon dissolution
