Renames the Public Facilities Authority of the City of Milledgeville and Baldwin County to the Public Facilities Authority of Baldwin County, removing all references to the City of Milledgeville

Terminates current authority members' terms on December 31, 2026, with new five-member board appointed by the board of commissioners beginning January 1, 2027

Sets member terms at one year with eligibility for reappointment; allows county commissioners to serve on the authority with concurrent terms

Declares revenue bonds and other obligations issued by the authority exempt from state taxation as essential public and government purposes

Establishes that a majority of members constitutes a quorum, with authority members serving without compensation but eligible for expense reimbursement
