Amends the City of Decatur Public Facilities Authority Act (originally approved March 17, 2017) to add new referendum requirements for school-related bond issuances

Requires voter approval before the Authority can issue revenue bonds for any City Schools of Decatur project costing $20 million or greater

Qualified voters of the City Schools of Decatur must approve such bond issuances by majority vote in a referendum

Revenue bonds issued by the Authority may not exceed 40-year maturity terms

Principal and interest on revenue bonds remain payable solely from revenues and properties pledged to those bonds
