Amends the 1995 Richmond County-City of Augusta consolidation act to establish a council-manager form of government, with the county manager nominated by the mayor (2-4 candidates) and appointed by majority commission vote.

The county manager serves as administrative head of government, responsible for enforcing laws, supervising department heads and employees, preparing commission meeting agendas, and overseeing contract performance.

County manager may make purchases up to $50,000 without commission approval or bids, but must report any purchases exceeding $10,000 to the commission.

Mayor's role becomes primarily ceremonial—presiding over meetings, voting on commission matters, signing contracts, and serving as official head for process service and ceremonies.

Requires a referendum on the Tuesday following the first Monday in November 2026; if approved by majority vote, changes take effect January 1, 2027, otherwise the Act automatically repeals 365 days after the election date.
