Repeals the City of Hiram's incorporation (originally established February 27, 1956) effective July 1, 2027, due to concerns about the city's financial condition and long-term viability

Transfers all legal rights, assets, and governmental authority to Paulding County, including real property, vehicles, equipment, accounts receivable, and digital records

Creates the "Hiram Services District" as a special tax district to handle outstanding bonded indebtedness, with Paulding County authorized to levy special district taxes to pay such debts

Transfers pending municipal court cases to Paulding County Magistrate Court and maintains existing zoning and land use regulations within the former city boundaries until the county adopts new ones

Designates a "Community of Hiram" coterminous with the former city limits, with the county authorized to install boundary signage
