Authorizes creation of one or more community improvement districts within the City of Conyers, Georgia, to provide services including street construction/maintenance, parks, stormwater/sewage systems, water treatment, public transportation, and parking facilities

Requires activation through City Council resolution plus written consent from a majority of property owners and owners of at least 75% of property value within the proposed district

Establishes a 5-member governing board with one member appointed by the Mayor and City Council and four members elected by property owners of nonresidential real property within the district

Grants authority to levy taxes, fees, and assessments up to 5 mills on nonresidential property (excluding residential, agricultural, forestry, and tax-exempt properties), with the City of Conyers collecting and remitting proceeds minus a 1% fee capped at $25,000 annually

Permits districts to incur debt and issue general obligation bonds backed by district taxing power, with dissolution allowed upon City Council approval and consent from a majority of property owners representing at least 75% of property value
