Creates a specialty license plate recognizing organ donation, with sale proceeds disbursed to the Georgia Transplant Foundation, effective January 1, 2026

Amends Code Section 40-2-86, adding these as paragraphs (71) and (72) to the list of special license plates supporting nonprofit organizations

Requires a two-thirds majority vote in both the Senate and House of Representatives to become law, per Georgia constitutional requirements
