Establishes the Georgia Foster Care Scholarship Act to provide per-semester grants for undergraduate education to former foster youth under age 26, capped at $30,000 per year

Eligible students include those currently or formerly in DFCS custody for at least six months after age 14, participants in independent living programs, and children adopted from DFCS after their fourteenth birthday

Grants cover tuition, room, board, meal plans, and books minus any federal or state aid already received, with students able to receive funding until earning a bachelor's degree, attempting 127 semester hours, or receiving the scholarship for 10 years

Georgia Student Finance Authority will administer the program and may contract with a nonprofit grant coordinating organization, with 100% of appropriated funds required to go directly to student grants

Act becomes effective only when the legislature specifically appropriates funding for the program
