Retail dealers may offer discounts (premiums, coupons, or rebates) on alcoholic beverages sold for off-premises consumption, provided discounts apply to all locations owned by the same dealer and are not brand-specific

All discount costs including printing, advertising, and redemption must be paid solely by the retail dealer, with no direct or indirect funding from manufacturer promotions

Discounts cannot reduce the sale price below the dealer's cost, defined as wholesale price plus local excise tax

Retail package liquor stores may conduct up to 104 tasting events per calendar year, increased from the previous limit of 52 events

Effective upon Governor's approval or upon becoming law without approval
