Amends the Georgia Early Literacy Act to require the Professional Standards Commission to adopt rules establishing criteria for core curricula in state-approved educator preparation programs

Mandates that reading instruction standards be exclusively aligned with the science of reading, including explicit, systematic, sequential, and cumulative approaches to teaching phonemic awareness, phonics, vocabulary, fluency, and text comprehension

Requires educator preparation programs to include multisensory and multimodal intervention strategies, along with content literacy and mathematics practices

Requires training in strategies for instructing English language learners, students with disabilities, and differentiated instruction based on student needs

Includes requirements for early identification of students with reading deficiencies and strategies for technology use in education and distance learning
