Creates the Office of the Consumers' Utility Counsel to represent residential consumers and small businesses (10 or fewer employees, net income ≤$100,000/year) in proceedings before the Georgia Public Service Commission involving utility rates and services

Director appointed and removed by the Governor, must be a practicing attorney with public utility experience, salary capped at the annual district attorney rate, and prohibited from private law practice while serving

Director may appear on behalf of consumers in state and federal administrative proceedings, initiate complaints, take depositions, conduct discovery, and intervene in related judicial proceedings

Public Service Commission must serve all utility-related filings on the director and provide at least 10 days' written notice before hearings; PSC technical staff (engineers, accountants, experts) must be made available to assist the office

Director may hire staff, consultants, expert witnesses, and attorneys using funds appropriated to the PSC; annual report on activities and expenditures due to the Governor and legislative leadership by December 31 each year
