Georgia Senate Resolution 1027 recognizes and commends Representative Carl Wayne Scott Gilliard upon his retirement from the Georgia House of Representatives, where he served District 162 since 2016

Representative Gilliard, born and raised in Savannah, attended Morris Brown College where he was mentored by Reverend Hosea Williams

Founded the positive rap group Candy Love to combat community violence, and also wrote gospel plays and hosted radio and television programs

Championed landmark legislation including the Blind Bill protecting rights of blind parents, HB 750 creating the Chatham County Legislative Gang Prevention and Intervention Commission, and HB 479 repealing Georgia's Citizens Arrest Law

Secretary of the Senate directed to provide a copy of the resolution to Representative Gilliard
