Creates the Senate Mileage Based User Fee Study Committee to examine replacing the current annual licensing fee for electric and alternative fuel vehicles with a per-mile fee based on actual road usage

Committee membership includes five state senators appointed by the President of the Senate, plus the commissioner of transportation and commissioner of revenue (or their designees)

Study will address privacy protections, fee structures equivalent to gas tax contributions, payment options (monthly/quarterly), odometer data collection without location tracking, and enrollment processes for electric vehicle owners

Committee will review mileage-based user fee programs operating in other states and evaluate whether implementation should be handled by a state agency or third-party contractor

Committee will stand abolished on December 1, 2026, and must file any report with proposed legislation prior to that date
