Chief Garvin served in multiple divisions including the Crime Suppression Unit, Recruiting Unit, Special Investigations Section, Violent Crimes Task Force, and Criminal Investigations Division, advancing through sergeant, lieutenant, and captain positions

He completed leadership training through Leadership Savannah and the International Association of Chiefs of Police's Leadership in Police Organizations Course

Chief Garvin is an active member of NOBLE (National Organization of Black Law Enforcement Executives) and the Georgia Chiefs of Police Association

The Secretary of the Senate is directed to provide a copy of the resolution to Chief Garvin
