Creates a Senate Study Committee on Vulnerable Roadway Users composed of five Senate members appointed by the President of the Senate

Directs the committee to study pedestrian and cyclist safety issues, including appropriate penalties for harming vulnerable roadway users and enforcement mechanisms for traffic violations

Addresses concerns that pedestrian and cyclist fatalities in Georgia have increased from 11% to 19% of traffic deaths over 15 years, with Georgia ranking sixth-most dangerous state for pedestrians nationally (2022 NHTSA data)

Requires the committee to file a report with findings and any proposed legislation recommendations before December 1, 2025, when the committee will be abolished

Provides committee members with standard legislative allowances for up to five days of meetings, funded through Senate appropriations
