Creates a five-member Senate Study Committee on Funding for Charter School Capital Improvements, with three members appointed by the Senate President and two by the Minority Leader

Directs the committee to examine funding disparities between locally approved charter schools and traditional public schools, particularly regarding access to E-SPLOST, bond financing, and capital outlay grants

Requires the committee to gather testimony from charter school leaders, education stakeholders, and financial experts and explore policy solutions for equitable capital funding access

Limits the committee to no more than four meetings, with members receiving allowances for up to five days unless additional days are authorized

Committee must file any report with the Secretary of the Senate before abolishment on December 1, 2026
