Creates a Senate Study Committee on Improving and Increasing Recycling composed of 5 senators appointed by the President of the Senate

Committee will study collection, processing, and end-market capacity for recyclable commodities including glass, aluminum, plastics, paper, and tires, with focus on market viability and commodity-specific solutions

Study areas include barriers to material quality, opportunities to attract in-state manufacturing using recycled feedstocks, effectiveness of existing state and local programs, and infrastructure needs for statewide recycling

Legislative members receive allowances per Code Section 28-1-8; committee limited to 5 meeting days unless additional days authorized, funded through Senate appropriations

Committee must file report with Secretary of the Senate and stands abolished upon submission of final report or December 1, 2026, whichever occurs first
