Dedicates a portion of State Route 16 from New Phoenix Road to Long Shoals Rd/Texas Chapel Road in Putnam County as the Christopher Monica and Curtis Billue Memorial Highway

Honors Sergeant Christopher Monica (Georgia Department of Corrections since October 2009) and Sergeant Curtis Billue (Georgia Department of Corrections since July 2007), who were killed in the line of duty

Both officers were shot by two inmates who escaped during prisoner transport

Directs the Department of Transportation to erect and maintain appropriate memorial highway signs

Authorizes the Secretary of the Senate to distribute copies of the resolution to the officers' families and the Department of Transportation
