Creates the Senate Study Committee on Adoption and Permanency Affordability, composed of at least five Senate members appointed by the President of the Senate

Directs the committee to examine adoption cost drivers in Georgia, including home studies, agency fees, legal representation, court costs, and administrative expenses across private domestic, kinship, and international adoptions

Requires evaluation of whether existing regulatory requirements, licensing fees, and procedural mandates unnecessarily increase costs or delay permanency while maintaining child safety

Instructs review of state tax credits, financial incentives, barriers faced by middle-income families, adoption outcomes for children with special needs, and potential reforms based on other states' models

Committee must file findings and any proposed legislation with the Secretary of the Senate before abolishment on December 1, 2026
