Dedicates 21 portions of Georgia's state highway system, including roads, bridges, intersections, and an interchange, to honor notable Georgians including legislators, veterans, athletes, educators, and community leaders

Honors former Georgia Senator Valencia Seay (17 years in Senate, 2 years in House) with a highway dedication in Clayton County, and the late Senator Vincent D. Fort (served 1996-2017, authored Georgia's first hate crimes law) with an intersection in Fulton County

Recognizes several civil rights and professional pioneers including Dr. Roy Charles Bell (first African American dentists in Atlanta who helped desegregate dental associations) and Dr. Esco Hall, Jr. (one of first two Black veterinary medicine graduates from University of Georgia in 1973)

Commemorates athletes and coaches including WNBA player/Georgetown coach Latasha R. Butts, NFL player Nolan Smith Jr. (Philadelphia Eagles, two-time national champion at UGA), and Coach Carl Middleton (six-time Georgia High School Association Coach of the Year)

Directs the Department of Transportation to erect and maintain appropriate signs for all dedications and authorizes the Secretary of the Senate to distribute copies to honorees, their families, and relevant agencies
