Proposes a constitutional amendment to create state-wide grand juries in Georgia with jurisdiction to investigate and indict for crimes involving voting, elections, and election law violations committed anywhere in the state

State-wide grand juries would consist of 13-23 persons, serve terms not exceeding 12 months, and be summoned upon petition by the Attorney General to the Supreme Court

Chief Justice of the Supreme Court would designate a superior court judge to serve as presiding judge for each state-wide grand jury

Attorney General or designee would serve as legal adviser and prosecutor, with authority to designate staff members or district attorneys to assist the grand jury

Grand juries could begin investigations without a proposed bill of indictment and would have subpoena power to compel witness attendance and document production
