Creates an 8-member National Statuary Hall Collection Replacement Committee to replace Georgia's statue of Alexander Hamilton Stephens with a statue of President Jimmy Carter in the U.S. Capitol

Governor appoints 4 members (including the chairperson), Lieutenant Governor appoints 2 members, and Speaker of the House appoints 2 members

Committee responsibilities include selecting a Georgia location for the removed Stephens statue, choosing a sculptor, approving statue plans, estimating costs, and securing private funding for all expenses

All costs for the statue replacement must come from private funds; legislative members receive standard allowances while other members receive no compensation

Committee will be abolished on December 1, 2026; upon selecting a location for the Stephens statue, the Governor must submit a formal replacement request to the Architect of the Capitol and Joint Committee on the Library of Congress
