Dedicates the intersection of State Route 138 Spur and State Route 3 in Clayton County as the Robert Daniel Lockhart Memorial Intersection

Honors Robert Daniel Lockhart, who worked 24 years for Central of Georgia Railroad and 26 years with Murphy and Orr, Inc. in Forest Park, Georgia

Recognizes Lockhart's service as a deacon for more than 50 years at Forest Chapel Baptist Church, where he also served as assistant chairperson of the board of deacons and on the trustee board

Acknowledges his founding of the Atlanta Spartans Athletic Club and leadership of the Forest Park Braves and Decatur Spartans youth athletics programs

Directs the Department of Transportation to erect and maintain appropriate signage at the memorial intersection
