Eliminates the $0.66 monthly surcharge on wireless telephone accounts that was used to fund wireless enhanced 911 service deployment

Repeals Section 138-4 of Hawaii Revised Statutes, which established the surcharge collection requirements for wireless providers and resellers

Terminates the wireless enhanced 911 fund once all remaining moneys in the fund have been expended

Modifies annual reporting requirements to the legislature, removing the cost study provision and requiring planned expenditures until fund depletion rather than ongoing surcharge adjustments

Effective date of July 1, 2009
